Under the general guidance of the National Service Director, manages, directs and controls the operations of the Water Resources Practice of the firm which provides services on a national basis. Provides leadership, direction and guidance to Division Managers within assigned business sector. This includes responsibility for ensuring staff productivity and quality control, as well as for achieving profit objectives for the Sector. Responsible for the development, implementation and monitoring of a strong national marketing program for Water Resources with special emphasis on USACE Civil Works, to ensure continued company participation in profitable projects and achievement of the firm's overall Strategic Plan. Develop strategies for accelerating growth of Water Resources. Managers at this level are responsible for a business sector typically consisting of multiple divisions with personnel located throughout the country
Project Production and Management –
1. Monitors and oversees ongoing project activities to ensure that high quality standards and productivity levels are maintained, and to keep abreast of trends.
2. Oversees financial performance of Sector’s projects being produced and/or managed within assigned business sector.
3. Directs immediate remedial actions to avoid financial losses and client dissatisfaction.
4. Monitors and enforces compliance with established quality control standards, ensuring that appropriate quality assurance activities are being performed throughout area of responsibility.
5. Leads and assists managers within the business sector in the selection of methods and in the solution of technical problems to maintain or improve profitability; assists in resolving problems concerning work with other Sectors or Services. May direct special projects where incumbent's recognized technical expertise is required.
Contracts and Financial - 1. Submits the business sector's annual budget to the National Service Director for approval. Ensures adherence to budget. 2. Negotiates and executes non-standard contracts as allowed by the National Service Director. 3. Reviews and approves operating Division budgets. 4. Reviews and approves capital expenditures. 5. Considers and approves final write-offs and past-due accounts receivables.
Marketing and Client Maintenance -
1. Analyzes and interprets technical developments, community needs, political and economic developments, demographic changes and trends relating to or affecting the business sector which may provide present or future opportunities for client services.
2. Develops and communicates the Service’s Strategic Plan for the assigned business sector; ensures it is carried out.
3. Plans, develops and implements strategies for the effective and economical penetration of potential/ existent geographical, national or federal markets and service areas for the Sector, the Service and the firm. Investigates possible acquisitions.
4. Leads marketing efforts and coordinates marketing activities with Regional Directors and other managers, and recommends/selects possible clients and/or projects.
5. Evaluates and takes go/no go action on new project opportunities recommended by others.
6. Maintains contacts with primary current and prospective clients, including initial contacts presentations, negotiating service agreement, keeping client appraised of work progress, and ensuring client's satisfaction; identifies and works toward the resolution of client relations problems.
7. Represents client at appropriate industrial, professional, technical, civic, and government circles to enhance company image and communicate its capabilities. Attends and plays a leadership role in professional/technical associations and encourages participation of business sector staff to promote client's name as well as to maintain state-of-the-art knowledge of professional discipline throughout business sector's divisions.
Job Requirements:
- Masters or Ph.D. in Water Resources, Environmental or Civil Engineering, 20 years of experience with at least 10 have been in leadership roles, P.E. and CFM
- Strong experience with USACE Civil Works projects required. Extensive and broad water resources experience
- Position will be located west of the Mississippi River in a location where client has a current office.
